The Mr. B Music and Drama Program was established in August 2001 by Neal Bailey-Harper, an elementary school teacher and musician, born and raised in Philadelphia, PA. Neal has a Bachelor of Arts Degree in Vocal Music and a minor in Theater from North Carolina Central University. In addition, he did graduate study work in music composition and 17th Century English Literature. While in college, Neal spent most of his time writing music and performing live theater. He also directed the University’s variety show which is still being performed and has become an annual event over the last 30 years!

Neal is the proud father of 2 adult sons, both of whom have performed as singers and musicians on the last Mr. B cds.

Neal is equally passionate about both education & music and has taught on the elementary and middle school level in the Alexandria and Prince George’s County Public School Systems from 1995-2001. During his early teaching years and when his children were toddlers, Neal decided to teach at the daycare where they attended and out of this great experience- The Mr. B Music & Drama program was born over 21 years ago!

In 2012, Neal was selected as a coveted First Person Singular artist in the Washington Post Magazine and as recently as 2013 became a Grammy Nominated Music Teachers Award!

Neal’s dedication and passion for music education, The Mr. B Music and Drama Program opens a stimulating world of opportunity for children in music and drama.
